ID Document Management System
ID documents
ID documents are a basic means of citizen identification. We use them every day to confirm who we are – whether in person or online. These documents come in various forms, such as ID cards, passports, and health insurance cards, each containing personal data whose accuracy and reliability are essential.
All of them contain data whose precision and reliability are of key importance. While some ID documents, like passports, follow internationally standardized data formats, others are defined at the national level in accordance with local legislation, varying in structure and content.

IDMS Platform Use Case
The Identity Document Management System (IDMS) is a comprehensive, unified platform that covers the entire lifecycle of identity document issuance – from application processing and biometric data enrollment to document production and delivery.

The system is composed of modular components that manage
- Biometric acquisition process
- Biometric person deduplication
- Blank document logistics
- Delivery of the document itself

IDMS also supports essential administrative operations
- Creating reports
- Managing operator access rights
Issuance Workflow in the IDMS Platform
This involves collecting the applicant’s demographic data, scanning documents, and capturing biometric data such as fingerprints, facial photos, or iris scans. Once all data is collected, the application proceeds through the next predefined processing steps.
The system first verifies whether the collected data is complete and accurate, performing automated checks of the application content. In parallel, the identity of the applicant is confirmed. Once verification is complete, the application proceeds to the approval stage handled by an authorized operator.
An authorized operator reviews the verification results and makes the final decision on each application. Approved requests are forwarded to the personalization phase, where ID documents are created.
Approved citizen data is embedded into a blank ID document, assigning it to its rightful owner. Personalized documents are then packaged with barcodes and sent to designated issuance locations.
Personalized documents are delivered to citizens at designated branch offices, following strict identity verification. If the document contains biometric data, biometric matching (e.g. fingerprint verification) is performed before issuance to ensure secure and rightful delivery.
The first step in issuing an ID document is application enrolment.

Verification of application data
The system first verifies whether the collected data is complete and accurate, performing automated checks of the application content. In parallel, the identity of the applicant is confirmed. Approval
An authorized operator reviews the verification results and makes the final decision on each application. Approved requests are forwarded to the personalization phase, where ID documents are created.
Document Personalization
Approved citizen data is embedded into a blank ID document, assigning it to its rightful owner. Personalized documents are then packaged with barcodes and sent to designated issuance locations.
Document delivery
Personalized documents are delivered to citizens at designated branch offices, following strict identity verification. If the document contains biometric data, biometric matching (e.g. fingerprint verification) is performed before issuance to ensure secure and rightful delivery.
Platform architecture and features

The platform manages the full ID document lifecycle, including:
- Managing applications for ID documents
- Search and overview of citizens’ data, applications and documents
- Acquisition of biometric data using appropriate hardware devices
- 1:1 or 1:N biometric data check via the ABIS system
- Managing the blank document logistics
- Auditing of all actions taken in the system
- Personalization of documents using various types of personalization machines
- Quality control of personalised documents
- Monitoring the physical location of documents during transport
- Notification mechanism (SMS, email, Online Portal)
- Report generation, reliable operator authentication and user access rights control

Middlewares and applets
To support the manufacturing and use of various ID documents, we have created an entire palette of applets stored on the chip of the ID document. Each of the applets comes with a middleware software which enables the communication with the applet.
In the PKI section, you can find more information about Netset’s applets, supported ICAO PKI components and X509 certificates.
